700 R4 does not down shift

I installed a 700R4 with a TCI shift improver kit in my 55 chevy. I have a Holley avenger 670 carb with a Holley TV cable bracket. I am using the TV cable from the Camaro the tranny came out of.

The tranny does not want to shift from 1st to 2nd unless I accelerate pretty hard. It also does not down shift when I floor it. When I have the TV cable adjusted as tight as it will go it still has a little slack before I feel resistance. Maybe 1/8 inch at idle. Should the cable be tight at idle ?

Typically there should be tension when at idle on the cable. When the car is at full throttle the TV cable should be max out.
