The tranny does not want to shift from 1st to 2nd unless I accelerate pretty hard. It also does not down shift when I floor it. When I have the TV cable adjusted as tight as it will go it still has a little slack before I feel resistance. Maybe 1/8 inch at idle. Should the cable be tight at idle ?

Typically there should be tension when at idle on the cable. When the car is at full throttle the TV cable should be max out.
