700r4 tci manual valve body problems?-I need help

Has anybody had problems with seeming to have no line pressure in any gears? Reverse is good, but you put it in gear and it slowly goes in and it feels like it slips..and idk if you need it or If this would solve my problem but the throttle valve is said to be left out and I left it out..any help would be greatly appreciated..also i did put a Hughes 3500 non lock up converter in

If the govnor is not in the transmission it will cause it to have low line pressure.
