i am wondering if this kit will work on a 4L60E trany to get rid of the emc completly

No. There is nothing available to do away with the factory ECM on that trans. This kit is for the lockup only for a 700R4.

If you are going to carb engine were you need something to control the transmission besides the factory ECM the 377500 TCU with the 377502 Harness (377401 Throttle Position sensor) will work. But if you are looking to get rid of the ecm with out going to a carb you will need a fuel injection system like a FAST system to control the engine and the two numbers i stated above.
