Tci t400

I have a TCI T400 street fighter. It has about 500 miles on it. The other day it would not shift into gear manual or auto. Checked the oil level and it was high. Then once it finally went into gear manually checked the oil level again and it was spot on. Could this be a pump issue? Any other ideas.
