Zex Bottle Heater

I have installed a complete Zex system in my 2008 GT500, I was very happy with the kit and the install with very smooth! I decided to add a bottle heater, window switch and a purge kit. All work great but the bottle heater. It's getting power to it but it does not produce any heat at all. I read that it has a thermostat built in, but wouldn't it come on and at least get warm?
