It sounds like you're not getting enough current to the heater to allow it to heat up to the temperature it is capable of. I would check to make sure you have nice heavy gauge wires equal to or greater than the supplied wires if you've added any. Also, try to keep the wire length as short as possible. Make sure your connections are good and clean of paint or corrosion, I always like to solder my connectors in addition to crimping them, too. Lastly, check your battery voltage with a voltmeter with the car off and then turn on the heater and check it. See if it is dropping down very far. Your battery might be worn and the more it drops, the lower the heater's temperature will be. You can also, if your voltmeter leads are sharp, poke them both into the insulation of the + and - wires right at the heater and see what the voltage reads there when it is on. This will show how much of a voltage drop you are getting from the battery terminals to the heater element itself. Same thing, the lower the cooler the heater will be.
